Position Title: Data Modeler
Summary:
The State of Nebraska Department of Health and Human Services (DHHS) is seeking an experienced Data Modeler to lead the design and development of enterprise-scale data models that support cross-functional initiatives across healthcare and human services domains. This role requires deep expertise in conceptual, logical, and physical data modeling, with a strong understanding of public sector data environments and healthcare systems. The ideal candidate will bring a strategic mindset, technical proficiency, and a collaborative approach to unify data across complex systems and stakeholders.
Key Responsibilities:
Collaborate with business and technical teams to identify data and information needs across DHHS programs.
Design and develop conceptual, logical, and physical data models that support enterprise-wide integration and reporting.
Create and maintain a comprehensive information architecture blueprint, including metadata, data flows, and lineage.
Standardize and unify data definitions across disparate systems, departments, and reporting functions.
Analyze existing systems and business processes to determine structural data requirements.
Facilitate working sessions with business leads, SMEs, and IT teams to gather requirements and validate models.
Define and socialize target-state data models and architecture with key stakeholders.
Implement data governance practices, including standards, ownership matrices, and quality controls.
Support the implementation of physical data models and optimize for performance, scalability, and usability.
Required Qualifications:
3–5 years of hands-on experience in data modeling, including enterprise-level projects.
Proven experience with healthcare or HHS data in a public sector or government setting.
Strong knowledge of relational, hierarchical, and Big Data modeling concepts.
Proficiency with Erwin or similar data modeling and metadata management tools.
Familiarity with data integration, interoperability standards, and data quality frameworks.
Solid understanding of data architecture principles, including storage, security, and governance.
We're looking for a self-motivated team member who can work independently in a fully remote Agile environment - someone who takes ownership of their work, communicates proactively, and drives progress without needing close supervision.
Preferred Qualifications:
Bachelor’s degree in Computer Science, Information Systems, or a related field (or equivalent experience).
Certification in Data Architecture or Data Modeling is a plus.
Experience working in agile environments and contributing to strategic data initiatives.
· The ideal candidate thrives in a distributed Scrum team, managing their own deliverables and staying accountable through clear, consistent communication.
